The new rules make the consequences much clearer to the league and create a structure for the LEB to follow when handling violations.
2.3 - Minor League Transactions
Prospects are allowed one transaction between the minor and major roster per scoring period.
Example: If a prospect is moved from the minor team to the major team, that prospect is then locked into the major roster for the remainder of the scoring period. If a prospect is moved from the major team to the minor team, that prospect is then locked into the minor roster for the remainder of the scoring period.
Penalties
Violating GM's will have an opportunity to send an E-mail providing an explanation. The LEB will then review the case and decide on the correct disciplinary action in accordance to the leagues penalty structure.
1st offense: 25-100% score deduction against scoring period(s) of violation. 2nd offense: 50-100% score deduction against scoring period(s) of violation + 5 million cap penalty to the following season. 3rd offense: LEB will vote to banish repeat offender from the league.
Or
15+% score deduction against period(s) of violation to GM's who are deemed innocent (meaning the GM made a honest mistake). No offense will be counted towards their record.

We had a few violations of GM's utilizing prospects as extra bench positions. As a result a new rule structure has been implemented to handle future violations.
Previous weeks scores have already been adjusted. The current week will be fixed once the scoring period ends. GM's in violation will not receive an offense this time.
The scores were very difficult to accurately correct so we did the best we could. It's very time consuming and difficult to determine legal/illegal prospect moves, consider trades, waiver claims, etc. Especially considering multiple weeks had to be adjusted. So I hope everyone can live with the corrections that were made and the new rules we adopted as a result.

Very fair way to fix it. I'm sure it was an oversight and it shouldn't happen again.
